Kampong Chhnang Province Holds Workshop to Disseminate 3-Year Rolling Investment Program (2027-2029)

Kampong Chhnang Province, September 19, 2026 -- Mr. Chim Vuotha, Deputy Governor of Kampong Chhnang Province, presided over the opening of a workshop to disseminate the province's 3-Year Rolling Investment Program (2027-2029). This initiative aims to identify local development needs and harmonize them with the projects and resources of development partners, civil society organizations, the private sector, and other relevant stakeholders, thereby effectively responding to the demands of the province's citizens. The workshop took place on September 18, 2026, at the Kampong Chhnang Provincial Hall. Attendees included the Deputy Director General of the Provincial Hall Administration, the Chairman of the Provincial Council, district governors, the Director of the Provincial Planning Department, leaders from provincial departments and units, leaders from subordinate offices of district administrations, associations, and various development partners. In his address, Mr. Chim Vuotha emphasized the critical importance of the 3-Year Rolling Investment Program for all organizations and institutions. He stated that it serves to transform the goals outlined in the provincial development framework and provincial development plans into concrete action plans or services, with the aim of enhancing public service delivery and provincial development over the three-year rolling period. The program is to be updated annually. Furthermore, he explained that the policy framework, laws, and regulatory documents are based on fundamental instruments, including the first phase of the government's "Pentagonal Strategy," the National Strategic Development Plan (2027-2029), the Law on Administration of the Capital, Provinces, Municipalities, Districts, and Sub-districts, inter-ministerial decrees and guidelines on policy for the construction of 5-year development plans by provincial councils, the situational document of Kampong Chhnang Province, and the provincial administration's budget management plan for revenue and expenditure, along with other relevant legal provisions. The Deputy Governor added that the investment program is a key tool for presenting the province's priority action projects or services to relevant partners, including government agencies, civil society organizations, the private sector, philanthropists, and citizens. This engagement is intended to mobilize resources for public service delivery and grassroots development according to each implemented phase, requiring participation in review, discussion, and adjustments in working group meetings within the established timeline. It contributes to the overall economic growth of the province and serves as a policy instrument for translating the guidelines of the Provincial Council and fostering national development.
