Indonesia's Kemen PPPA Worries About Victim Trauma from Premature Release of Convicts

Indonesia's Ministry of Women's Empowerment and Child Protection (Kemen PPPA) has expressed concerns that the conditional release of convicts before the end of their sentences could lead to the re-traumatization of victims. The ministry emphasizes the critical need for enhanced victim care systems, as such releases can have severe psychological impacts on victims. While the early release of inmates is typically decided based on a comprehensive assessment of the crime's nature, severity of harm, and the convict's rehabilitation progress, Kemen PPPA specifically points to the risk that victims of sexual offenses or violent crimes might re-experience psychological distress upon the perpetrator's return to society. Similar concerns have been voiced by victim support organizations. Factors such as prison overcrowding and the effectiveness of rehabilitation programs have previously been cited as influences on the implementation of parole systems in Indonesia. However, Kemen PPPA asserts that the protection of victims' rights and their psychological well-being must be paramount in the application of the law.
