Kampong Cham Province Designated as Model for Administrative Service Delivery
A senior official from Cambodia's Ministry of Interior has lauded Kampong Cham province as a model for its concrete procedures in delivering administrative services to citizens, particularly land title transfers. The province has processed over 7,000 service requests, with 5,000 already completed and the remaining backlog expected to be finalized within two months, a system not yet seen in other provinces.
His Excellency Sous Prathna, Director General of the General Directorate of Administration of the Ministry of Interior, has designated Kampong Cham province, under the leadership of His Excellency Oun Chanda, the provincial governor, as a model province that has established specific procedures for providing services to the people, especially land title transfer services. His Excellency Sous Prathna made these remarks during a meeting to review and assess the provision of administrative services through the one-stop service unit of the Kampong Cham provincial administration, held on the morning of August 3, 2026, at the Kampong Provincial Hall. Regarding land services within the one-stop service unit, His Excellency Oun Chanda stated in the meeting that as of now, the unit has received over 7,000 service requests and has delivered 5,000 service certificates to citizens, with over 2,000 remaining services still in progress. The provincial governor further clarified that the aforementioned results were achieved after he convened an urgent meeting and implemented necessary measures and interventions to prompt relevant officials to expedite the issuance of certificates and final decisions to citizens. Of these, 5,000 certificates have been issued, and the remaining over 2,000 services are expected to be completed within a maximum of two more months. His Excellency Sous Prathna took the opportunity to commend and highly evaluate the Kampong Cham provincial administration under the leadership of His Excellency Oun Chanda for its efficient implementation of duties, including leadership, public order and security, and the provision of services to the people. The Director General affirmed that the Kampong Cham provincial administration has taken effective measures to resolve service provision issues. Although some services have experienced delays, clear mechanisms and procedures are in place. Notably, in 2020, the provincial administration issued guidelines on the procedures for applying for services such as outright sales and land title transfers that had already been registered, leading to excellent results. Furthermore, measures like those taken by the Kampong Cham provincial administration are not yet present in other provinces, which has caused many issues in registration or ownership transfers.
