Vietnam Busts Large Cross-Border Scam Ring, Arrests 40

Lai Châu Province Police in northern Vietnam have announced the successful bust of a large-scale organized crime group involved in fraud, arresting 40 suspects operating under foreign direction. The group allegedly impersonated officers of the Vietnam People's Police, using a tactic of demanding users update the VNeID (Vietnam's national identification app) to gain control of victims' smartphones and illicitly transfer funds from their bank accounts. Through intelligence gathering, Lai Châu Province Police identified the presence of this fraud ring. On July 17, a special investigation unit, codenamed "Chuyên án 0726L," was established, and investigations proceeded in coordination with relevant agencies. From July 13 to 22, joint operations were conducted with domestic police, border guards, and international authorities. On July 19 and 20, Vietnamese and Lao authorities coordinated an operation, apprehending all 40 suspects while they were active abroad. Among the arrested individuals were one leader directing the group's operations and one accountant. Seized items included 56 mobile phones, 49 computers, and numerous pieces of evidence crucial for the investigation. Initial investigations reveal that since June 2026, the group had defrauded over 1,000 victims nationwide, stealing more than 5 billion VND (approximately $200,000 USD). Of the 40 arrested, 13 are residents of Lai Châu Province. Three had prior criminal records, and one was a fugitive wanted for theft. Additionally, 25 admitted to drug use, with 16 testing positive in rapid drug tests. The group comprised 34 males and 6 females, three of whom were pregnant. The special investigation unit plans to transfer the arrested suspects back to Vietnam to continue and expand the investigation in accordance with the law. This bust highlights the critical importance of cybersecurity measures and combating cybercrime within Vietnam.
