PM Hun Manet Emphasizes Value of Education, Pledges Continued Investment in Human Capital

Prime Minister Hun Manet of Cambodia, speaking at the graduation ceremony of the University of South-East Asia in Siem Reap on July 21, 2026, emphasized the profound value of education. He lauded the Ministry of Education, Youth and Sport and the university for their vision in contributing to human capital development in collaboration with the government. Prime Minister Manet stated that education is an "invaluable asset that cannot be lost," and the achievements of the graduates reflect the growth of qualified human resources essential for driving sustainable socio-economic development and enhancing Cambodia's competitiveness in the era of globalization and artificial intelligence (AI). The government considers "human beings" as indispensable resources for national socio-economic development. Efforts are focused on equipping Cambodian citizens, particularly youth and children, with broad knowledge, practical skills, strong moral principles, discipline, and robust physical and mental health to better meet national development needs, labor market demands, and national defense requirements. The 7th legislature government is committed to accelerating reforms in the education and vocational training sectors to maximize the potential of Cambodia's "demographic dividend" through strategic policies and deep reforms. The government continues to prioritize investment in the social sector, focusing on three key goals: ensuring citizens are healthy, possess knowledge and skills, and have employment opportunities to achieve independence and self-reliance. For the 2027-2029 fiscal strategic plan, budget allocations for education and health are set to increase, with no reduction planned for these vital sectors. Defense spending will also be augmented. Despite economic challenges, the government has allocated significant funds to combat inflation and alleviate the burden on citizens through measures such as reducing taxes on fuel and electricity. Prime Minister Manet highly praised the active participation of both domestic and international private sectors in promoting education from primary to tertiary levels, including Technical and Vocational Education and Training (TVET). The government remains open and welcoming to investments and collaborations from the private sector in education and health, recognizing that partnerships between private institutions and relevant ministries will create additional opportunities for youth, provided that educational quality is consistently ensured. Sharing life experiences, the Prime Minister highlighted that while specific lesson content may be forgotten, "mindset" and "behavioral attitudes" endure. He noted that great success stems from the accumulation of small successes, requiring long-term perseverance, patience, and creativity or flexibility. A degree alone is insufficient without a dynamic, adaptable, and highly responsible work ethic, as the value provided is based on tangible work outcomes. In conclusion, Prime Minister Manet advised the graduates to possess ambition for positive self-development, to be humble and proud of themselves without arrogance or looking down on others. He stressed that the knowledgeable should be strong but not stubborn, analyze issues based on science rather than emotion, and that virtue, attitude, and ethical conduct are the true determinants of success.
