In Samrong City, Oudor Meanchey Province, a land dispute concerning overlapping boundaries and farmland encroachment has been successfully mediated, leading to an amicable resolution. On July 17, 2026, a meeting was held in Kaseptep Pouvong village, Banteay Reak commune, under the leadership of Ms. Heng Socheatey, Deputy Governor of Samrong City, with relevant parties in attendance. Deputy Governor Heng Socheatey emphasized that resolving land disputes outside of the judicial system through mediation and reconciliation at the local level is a crucial administrative task for ending conflicts, fostering peace, and strengthening community solidarity. As a result of the mediation, under the gentle yet firm guidance of the Deputy Governor and technical officials, based on legal aspects, the dispute was smoothly concluded. Both parties voluntarily agreed to the terms and conditions, ending their protests. They agreed to accept the demarcation of land based on the existing, legally valid land ownership certificates (hard titles). Furthermore, any party found to have occupied land beyond what is stipulated in their hard title will be required to return the excess land to the other party to fully resolve the dispute from this point forward. This mediation serves as an example of the effectiveness of peaceful dispute resolution mechanisms within the community. Source: AKP Khmer
