Vietnam, Ethiopia Agree to Boost Economic, Tech Cooperation

State President Luong Cuong on February 23 sent a message of congratulations to Ethiopian President Taye Atske Selassie on the occasion of the 50th anniversary of the two countries’ diplomatic relations (February 23, 1976 – 2026). Both sides agreed on the need to further implement existing agreements, especially in the fields of economy, trade, investment, agriculture, science and technology, education, and people-to-people exchange. To facilitate economic ties, the two sides agreed to negotiate basic agreements and deals, particularly a free trade agreement, an agreement on investment facilitation and protection, a double taxation avoidance agreement, and a cooperation deal on cybersecurity and high-tech crime combat. Party General Secretary and State President To Lam underscored that Vietnam’s development goals for 2030, with a vision to 2045, require foreign affairs and international integration to become more proactive, with stronger forecasting capacity, timely and accurate policy advice, and swift action. Vietnam’s approach is undergoing a fundamental transformation. While attracting international resources was the central priority over the past nearly four decades, the next phase will focus on enhancing the effectiveness of those resources in synergy with domestic capacities to strengthen development capabilities, economic resilience and national competitiveness. Vietnam and China further consolidate strategic mutual trust between the two Parties and countries, effectively turn the important common perceptions reached by their top leaders into action, and carry out bilateral diplomatic programmes. Vietnam and the Republic of Korea (RoK) aim to increase bilateral trade to 100 billion USD by 2026 and 150 billion USD by 2030, expecting to further accelerate the development of their relationship by promoting science-technology, innovation, and digitalization. Canada currently has nearly 300 valid foreign direct investment (FDI) projects in Vietnam with total registered capital of 4.87 billion USD. It is also Vietnam's second-largest trading partner in the Americas, with two-way trade reaching approximately 8.5 billion USD in 2025. Prime Minister Le Minh Hung urged Canada to open its market wider to Vietnamese goods, particularly agro-forestry-fishery products, while extending cooperation in training quality workforce in artificial intelligence, quantum technology, and semiconductors. The presence of Vietnamese military personnel in earthquake relief and recovery is a vivid demonstration of the Venezuela – Vietnam traditional friendship and comprehensive partnership. Algeria also attaches importance to effectively implementing the Strategic Partnership with Vietnam under the leadership of President Abdelmadjid Tebboune, by enhancing political dialogue; expanding economic, trade and investment cooperation; and promoting cultural and people-to-people exchanges.
