Kampong Thom Provincial Council Holds 28th Ordinary Meeting, Focusing on Agriculture and Border Issues

Kampong Thom Province, Cambodia – September 9, 2026 The Kampong Thom Provincial Administration organized the 28th ordinary meeting of the 4th mandate Provincial Council on September 8, 2026, at the provincial hall meeting room. The meeting was presided over by HE Nheat Sivutha, a member of the Provincial Council, and HE Noun Pharat, Governor of Kampong Province. HE Nheat Sivutha presented five agenda items for the meeting: 1. The program for taking office by public officials. 2. Review and approval of the minutes of the 27th ordinary meeting of the Provincial Council. 3. Review and approval of the August 2026 monthly activity report from the Provincial Administration. 4. Review and approval of the division of roles, responsibilities, and working procedures for the Governor and Deputy Governors of Kampong Thom Province. 5. Other issues. Following the discussion and unanimous approval of the agenda items by a show of hands, HE Noun Pharat stated that this year, like previous years, climate change has caused fluctuations, leading to some impact on rice cultivation in Kampong Thom Province due to drought in certain areas. However, he noted that the situation is not yet severe. He also mentioned that the price of paddy rice during the harvest at the beginning of the rainy season has been good, bringing satisfaction to the citizens. Furthermore, he announced that Kampong Province will host the Ouk Ambok, Boating Festival, and lighting of lanterns, along with the moon worship ceremony, along the Sen River from October 26-27, 2026, to create a joyful atmosphere for the residents. In addition, the Provincial Governor raised the issue of incursions by Thai troops and their continued illegal occupation of parts of Cambodian territory, which has resulted in thousands of innocent Cambodian families losing their homes and property. HE Noun Pharat expressed a desire to see the Thai side return to the negotiating table to find a peaceful solution based on international law, and to jointly rebuild a peaceful and stable border for the benefit of the people of both countries. He emphasized that as long as Thai troops remain illegally stationed on Cambodian territory, Cambodia will continue to inform the world about this violation.
