Cambodia: Tobacco Leaf Processing Factory Temporarily Closed for Environmental and Health Standard Violations
Authorities in Cambodia's Kampong Speu province have ordered the temporary closure of a small-scale tobacco leaf processing factory in Koh Pean due to violations of technical standards, which have led to environmental pollution and health impacts. Officials have instructed the factory to comply with legal requirements.
Kampong Speu Province, Cambodia, July 8, 2026 -- Dr. Touch Poliva, Deputy Governor of Kampong Speu Province, representing H.E. Dr. Cheam Chansophorn, Governor of Kampong Speu Province, led a working group to implement Provincial Order No. 046/26 S J N, concerning the temporary suspension of operations at the Koh Pean small-scale tobacco leaf processing enterprise (factory). The factory, located in Dam Poeng village, Prey Vihar commune, Kong Pisei district, was found to be not operating in compliance with the technical standards stipulated by law and relevant legal documents. This non-compliance resulted in odors affecting the health of the local population and polluting the environment. Dr. Touch Poliva also advised the owner of the small-scale tobacco leaf processing enterprise to rectify the situation by fulfilling all legal procedures and technical conditions correctly to avoid further negative impacts on the public and the environment. The operation was attended by the Director of the Provincial Department of Industry, Science, Technology, and Innovation, the Governor of Kong Pisei District, the Deputy Provincial Police Commissioner, the Deputy Commander of the Provincial Gendarmerie, representatives from the Provincial Department of Environment, and the Provincial Department of Labor and Vocational Training, along with several other relevant officials.
