Vietnam Prosecutes Former Police and Prosecutors in Fatal Traffic Accident Case

A tragic traffic accident in Vinh Long province, Vietnam, where a truck driver caused the death of a high school student, has led to the prosecution of former police and prosecutors who initially decided not to file charges. The case has also seen a murder-suicide by the victim's family, causing significant public outcry and scrutiny over the judicial process. The incident occurred on September 4, 2024, in Tra On district. Nguyen Van Bao Trung, 34, was allegedly attempting to overtake a pickup truck by swerving into the oncoming lane when his truck collided with a group of three female students riding electric bicycles. Nguyen Ngoc Bao Tran, 14, who was in the front of one bicycle, was fatally crushed by Trung's truck. Initially, the Tra On District Police decided not to prosecute, citing a lack of criminal intent. The victim's family appealed this decision, as well as to the provincial prosecutor's office, but both appeals were rejected. However, on April 28, 2025, Tran's father, Nguyen Vinh Phuc, entered Trung's home and fatally shot him before committing suicide. Subsequently, the Supreme People's Procuracy reviewed the case files and determined that the local prosecutors' decisions to reject the appeals lacked legal basis. They concluded that Trung's unsafe overtaking maneuver was likely the primary cause of the accident, leading the Vinh Long Provincial Police to reopen the investigation on May 7, 2025. However, Trung sustained severe injuries in the accident, including paralysis and significant cognitive impairment, and was diagnosed with a mental disorder. Investigations were temporarily suspended at the end of 2025. The victim's family had urged for a re-evaluation of Trung's health status. Following new medical evaluations, the Vinh Long Provincial Police resumed the investigation on July 8, 2026. This has now resulted in the prosecution of several former officials, including the former Deputy Head of the Tra On District Police, former investigators, and former Deputy and regular prosecutors, on charges of 'failing to prosecute a guilty person.' This series of investigative lapses and delays has complicated the case and raised concerns about the public's trust in the justice system.
