Sumatra Disaster Reconstruction: 16 Ministries Urged to Expedite Program Execution by Home Affairs Minister

Home Affairs Minister Muhammad Tito Karnavian has urged 16 out of 32 ministries and agencies responsible for the rehabilitation and reconstruction (rehab-rekon) plan following disasters in Sumatra to immediately execute their planned programs, as these 16 entities have received budget allocations. Tito, who also chairs the Task Force for Acceleration of Rehabilitation and Reconstruction (PRR) of Sumatra Post-Disaster, made this statement at a press conference on Government Communication Updates: Best Fast Results (PHTC) Program and Acceleration of the Permanent Recovery Phase Post-Sumatra Disaster, held at the Government Communication Agency Office in Jakarta. The 16 ministries and agencies include: Badan Meteorologi, Klimatologi, dan Geofisika (BMKG) Kementerian Pendidikan Dasar dan Menengah (Kemendikdasmen) Kementerian Perhubungan Kementerian Perumahan dan Kawasan Permukiman Kementerian Pekerjaan Umum Kementerian Kelautan dan Perikanan Kementerian Kesehatan Kementerian Lingkungan Hidup Kementerian Pertanian Kementerian Sosial Kementerian Ekonomi Kreatif/Badan Ekonomi Kreatif Badan Nasional Penanggulangan Bencana Badan Pusat Statistik Kementerian Dalam Negeri Kementerian Koordinator Bidang Infrastruktur dan Pembangunan Kewilayahan Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi "I once again hope that the heads of ministries and agencies whose budgets have been disbursed will immediately work quickly to execute the planned activities," said Tito. Based on the master plan, the rehab-rekon will take place from 2026 to 2028, requiring a budget of Rp100.1 trillion. The document was compiled by the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas) by consolidating proposals from affected regions through relevant ministries and agencies. Furthermore, Tito revealed that a detailed list of ministry and agency programs would be provided to the affected local governments. This will enable provinces and regencies/cities to adjust their handling measures for aspects not covered by the central government's programs. He also proposed that affected regions receive additional Transfer to Daerah (TKD) funds in 2026 to conduct parallel handling efforts with the ministries and agencies. He mentioned that local support can be provided by utilizing the additional TKD of Rp10.6 trillion that has been received by all regions in Aceh, North Sumatra, and West Sumatra. He reminded that these budgets should be used for disaster mitigation purposes. Additionally, the regions have also received assistance from the President in the form of Unforeseen Expenditures (BTT) amounting to Rp268 billion. "So, if I say the small boat is the Rp10.6 trillion, and the President's assistance of Rp268 billion distributed to local governments. That is the small boat. The big boat is from the ministries and agencies," he explained. Moreover, Tito stated that ministries and agencies that have not yet received budget allocations as per their proposals should immediately coordinate with the Ministry of Finance. He explained that the Ministry of Finance has prepared funds to support the implementation of rehab-rekon, especially in 2026. "Don't let it be just a matter of missing supporting documents, administration, so that the money isn't disbursed. The Minister of Finance guarantees this money, he (the Minister of Finance) has already prepared it," he clarified. Also present at the event were Muhammad Qodari, Head of the Government Communication Agency, Tomsi Tohir, Secretary General of the Ministry of Home Affairs, and other relevant officials.
