Bangkok Transit Fare Cap of 45 Baht Set for January 2027

BANGKOK — 17 September 2026, Bangkok authorities are working with the Transport Ministry and related agencies to prepare a shared fare scheme that would cap passengers’ maximum rail fare at 45 baht per trip, with the measure targeted to begin on 1 January 2027. Bangkok Deputy Governor Wisanu Sap-Somphon attended the first meeting of the committee overseeing the policy at Government House on Thursday. The meeting was chaired by Deputy Prime Minister and Transport Minister Phiphat Ratchakitprakarn. The meeting focused on coordinating data, managing relevant areas and preparing the infrastructure and systems needed for the new fare structure. Under the planned scheme, passengers travelling between different rail lines would not be charged duplicate entry fees. The measure is intended to cover the rail network across Bangkok and surrounding areas. Bangkok Metropolitan Administration (BMA) officials will work with the Transport Ministry, the Mass Rapid Transit Authority of Thailand (MRTA) and Bangkok Thanakom Co. on the transfer of management of the Green Line, including its main route and extensions, as well as the Gold Line. The transfer would cover assets, revenue and liabilities, with the aim of consolidating management under the MRTA in accordance with legal procedures. The BMA will also facilitate access for the installation of temporary readers and EDC devices on the Green and Gold lines. A memorandum of understanding is expected to be prepared for Cabinet approval by December 2026. Under the planned system, Thai citizens would be charged according to the actual value of their journey. If the fare exceeds 45 baht, the government would refund the difference according to the conditions of the scheme. Passengers would be able to use EMV Contactless payment, including credit cards, debit cards and Mangmoom cards. Any refund would be credited to the relevant card account within three working days. The government also plans to allow passengers to receive refunds through the Pao Tang application, subject to the final rules and procedures. Existing discounted fares for vulnerable groups, including older people, children, people with disabilities and disadvantaged people, would remain available. Eligible passengers could choose whichever option provides the greater benefit. The committee also discussed preparations for equipment, system upgrades and business arrangements ahead of the planned launch. Relevant agencies have been instructed to accelerate development and installation work, establish rules for fare calculations and refunds, and prepare measures covering passenger rights and complaints. Joint system testing will also be conducted before the scheme officially begins, with the stated aim of ensuring the new fare system operates effectively for passengers.
