Cambodia Establishes 'Secretary-General Network' to Accelerate Public Administration Reform

Cambodia has established a new 'Secretary-General Network' composed of the secretaries-general of various ministries, aiming to accelerate and enhance the efficiency of public administration reforms. Deputy Prime Minister Hun Many, who also serves as Minister of Civil Service and Standing Vice Chairman of the Reform Committee, stressed that this network is a critically important strategic step in driving administrative reforms forward. The network will serve as a common mechanism to coordinate inter-ministerial cooperation and promote reforms. Secretaries-general are technically high-level professionals responsible for leading internal support functions and reform implementation within their respective ministries. Through this network, enhanced inter-ministerial cooperation, a culture of collaborative work, sharing of information, knowledge, and experiences, and discussions aimed at cross-ministerial problem-solving are expected to be invigorated. Deputy Prime Minister Hun Many reiterated the principle consistently upheld by the Ministry of Civil Service: 'Consultation and exchange of ideas are essential foundations for finding common ground and addressing national challenges.' The 'Secretary-General Network' will be a vital mechanism for strengthening communication, cooperation, and coordination between the secretaries-general of the General Secretariat and the Directors-General of Administration and Finance of ministries and institutions. The establishment of this network aims to mitigate complex and intertwined challenges, thereby strengthening mutual support to make the implementation of the government's public administration reforms smoother and more profound.
