Vietnam, UN Enhance Cooperation Framework for Development Goals

Vietnam is accelerating the establishment of a new UN cooperation framework for 2027–2031 to support its long-term development goals, signaling a commitment to strengthening international partnerships for sustainable development. General Secretary of the Communist Party of Vietnam Central Committee and President To Lam emphasized Vietnam's choice of peace, cooperation, and development during his address at the high-level general debate of the 81st session of the United Nations General Assembly (UNGA) in New York on October 22 (local time). He affirmed Vietnam's dedication as an active UN member, a trusted partner, and a responsible nation to working with the international community to build a peaceful, equitable, inclusive, and better world. Vietnam also highly values the support from the United Nations Office on Drugs and Crime (UNODC) in strengthening national capacity in crime prevention, criminal justice, drug control, and addressing emerging challenges like cybercrime, reflecting its focus on domestic security and legal system modernization. Furthermore, Vietnam exchanged Country Programme Documents (CPDs) for 2027–2031 with key UN development agencies, including the United Nations Development Programme (UNDP), UNICEF, and the United Nations Population Fund (UNFPA). This exchange signifies detailed action plans to address Vietnam's specific development needs across various sectors such as education, health, and child welfare. Vietnam's diplomatic engagements extend beyond the UNGA, including meetings with leaders from Timor-Leste, Switzerland, and Finland, underscoring its efforts to bolster both multilateral and bilateral relations. Notably, regarding its Comprehensive Strategic Partnership with the United States, President To Lam affirmed the value of mutual responsibility and the aim to contribute to regional and global peace and stability. Progress in the Vietnam-China Comprehensive Strategic Cooperative Partnership is also reported, marked by regular high-level exchanges and broad cooperation. These developments highlight Vietnam's diplomatic strategy of pursuing economic growth under its one-party system while actively engaging with the international community and contributing to global issue resolution. The balancing act in its relations with China and the strategic deepening of ties with the U.S. reflect Vietnam's geopolitical positioning.
