Cambodia and Timor-Leste Ink Digital Payment Cooperation Pact
The National Bank of Cambodia and the Central Bank of Timor-Leste signed an MOU to enhance cooperation in digital payment systems and cross-border payment connectivity. The agreement aims to boost bilateral trade and investment and foster financial innovation.
The National Bank of Cambodia (NBC) and the Central Bank of Timor-Leste (BCCTL) signed a Memorandum of Understanding (MOU) on September 12, 2026, in Dili, Timor-Leste, to promote bilateral cooperation in enhancing digital payment systems and cross-border payment connectivity. The MOU was signed by Dr. Chea Serey, Governor of the National Bank of Cambodia, and Helder Lopes, Governor of the Central Bank of Timor-Leste. The signing ceremony took place concurrently with the launch of the Central Bank of Timor-Leste's instant payment system, under the auspices of H.E. José Ramos-Horta, President of the Democratic Republic of Timor-Leste, and H.E. Kay Rala Xanana Gusmão, Prime Minister of the Democratic Republic of Timor-Leste. The objective of this MOU is to establish a further framework for strengthening cooperation in digital payments, financial innovation, and financial connectivity. Through this framework, both parties will exchange information, knowledge, and experiences, and will collaborate on research and training. This cooperation also aims to promote domestic currency payments to support trade and investment activities between the two countries.
