Cambodia and Timor-Leste Sign MOU to Enhance Digital Payment Cooperation

The National Bank of Cambodia (NBC) and the Central Bank of Timor-Leste (BCDTL) have signed a Memorandum of Understanding (MOU) to enhance bilateral cooperation on digital payment systems. The signing took place on September 12, 2026, in Dili, Timor-Leste. The MOU was signed by H.E. Dr. Chea Serey, Governor of the NBC, and H.E. Helder Lopes, Governor of the BCDTL. The ceremony coincided with the launch of BCDTL's new instant payment system, attended by H.E. José Ramos-Horta, President of Timor-Leste, and H.E. Kay Rala Xanana Gusmão, Prime Minister of Timor-Leste. The primary objective of this MOU is to establish a framework for strengthening cooperation in digital payments, financial innovation, and financial connectivity. Through this framework, both parties will exchange information, knowledge, and experiences, and collaborate on research and training initiatives. Furthermore, this cooperation aims to promote local currency payments to support trade and investment activities between the two countries. This move aligns with Cambodia's broader strategy to bolster its role in regional digital economic integration.
