Hanoi Completes 97% of Proxy Authorization for Pension and Social Insurance Beneficiaries

Hanoi City has achieved a completion rate of approximately 97% for the supplementary proxy authorization procedures for pension and social insurance beneficiaries, covering over 90,000 individuals. As of July 20, 2026, more than 2,300 cases continue to receive support. The Hanoi Public Service Center reported that the intensive inter-sectoral campaign, lasting 11 days to complete proxy authorizations in accordance with the 2024 Social Insurance Law, has yielded significant positive results across the city. During this period, 90,003 out of 92,364 cases requiring supplementary proxy authorization were completed. Fourteen localities have reached 100% completion, including Thach That, Thanh Oai, Soc Son, Me Linh, Ba Vi, Dong Anh, Ung Hoa, Tay Tuu, Quoc Oai, My Duc, Chuong My, Thanh Tri, Gia Lam, and areas under the Bao Hiem Xa Hoi Co So Van Phong. These districts have successfully completed the review, support, and supplementary authorization for all eligible residents. Remaining cases are minimal in other districts, such as Phu Xuyen (67 cases), Son Tay (25 cases), Hoan Kiem (19 cases), Tu Liem (17 cases), Hoang Mai (3 cases), and Dan Phuong (1 case). The campaign is now in its final phase. Notably, Cau Giay ward has seen a rapid decrease in pending cases over the weekend. On July 18, the ward had over 600 cases requiring supplementary authorization, which reduced to 418 by July 20. This progress is attributed to the dedicated efforts of rapid response administrative teams providing direct on-site support, even on weekends. The campaign's effectiveness stems not only from the collaboration between the Hanoi Public Service Center, the City Social Insurance Agency, and Hanoi Post but also from the close coordination with district-level People's Committees and neighborhood group leaders (to truong to dan pho). These leaders, possessing in-depth knowledge of their communities, directly verify resident information, notify citizens, and work with rapid response teams for home visits. This ensures timely assistance for those truly in need and provides residents with a reliable channel to verify information and avoid fraudulent calls. With over 97% of proxy authorizations completed and many localities reaching 100%, the campaign not only safeguards the rights of pension and social insurance beneficiaries but also reaffirms the effectiveness of a citizen-centric public service model that brings services directly to the elderly, vulnerable, and policy beneficiaries. According to the Hanoi Social Insurance Agency, in the first six months of 2026, pension and social insurance payments were disbursed safely, accurately, and on time, totaling over VND 25 trillion for more than 607,000 beneficiaries. Significantly, the rate of pension and social insurance payments via personal accounts reached 99.59%, underscoring the success of digital transformation and cashless payment initiatives.
