AFD to Provide Loan for Wastewater Treatment Plant Construction in Northern Phnom Penh
The French Development Agency (AFD) will provide a loan for the construction project of a wastewater treatment plant in the northern part of Phnom Penh. The French Development Agency (AFD) will provide additional credit to help the capital in the construction project of a wastewater treatment plant in the northern part of Phnom Penh. AFD has been helping the capital for about 30 years in infrastructure and innovation. This was revealed during a courtesy meeting between Mr. Khuong Sreng, Governor of Phnom Penh, and Ms. Sandrine Boucher, Country Director of AFD in Cambodia, on the afternoon of July 6, 2026, at the Phnom Penh City Hall. Mr. Khuong Sreng highlighted the geography of Phnom Penh, with a population of approximately 3 million residents coming in and out for living and working. Along with the growth of the population and housing, Phnom Penh faces the problem of liquid waste, which requires solutions. In relation to this issue, AFD in Cambodia has assisted Phnom Penh in many areas, including electricity and clean water. Mr. Khuong Sreng continued that approximately 90% of the population in Phnom Penh has access to clean water. With loans from AFD, we have continuously expanded clean water production stations, and we expect that by 2030, Phnom Penh will have sufficient clean water for consumption. With the assistance from the city of Paris and Japan, Phnom Penh has better addressed challenges and liquid waste issues. Furthermore, Prime Minister Hun Manet has created a credit project using a budget of over 100 million US dollars to solve flooding problems. Mr. Khuong Sreng also expressed his gratitude to AFD for the project to build a wastewater treatment plant in the northern part of Phnom Penh. Ms. Sandrine Boucher stated that AFD has been assisting Phnom Penh for about 30 years in infrastructure and innovation, providing services such as clean water and electricity as a first priority in the capital. In addition, AFD will further assist in building the capacity of the younger generation, such as building vocational training schools, training in clean water skills, and assisting in organizing infrastructure and innovation at a high level.
