French Development Agency to Fund Wastewater Treatment Plant in Phnom Penh
The French Development Agency (AFD) will provide a loan to the capital of Cambodia, Phnom Penh, for the construction of a new wastewater treatment plant in the northern part of the city. AFD has supported Phnom Penh for over 30 years with infrastructure development and innovation. This project aims to address water pollution issues arising from the growing population and urbanization.
The French Development Agency (AFD) will provide additional loans for the wastewater treatment plant construction project in the northern part of Phnom Penh, the capital of Cambodia. AFD has been supporting the development of Phnom Penh for approximately 30 years through infrastructure development and the introduction of innovative technologies. This cooperation was confirmed during a meeting between Phnom Penh Governor Khuong Sreng and AFD Cambodia Country Director Sandrine Boucher at the Phnom Penh City Hall on the afternoon of July 6, 2026. Governor Khuong Sreng highlighted Phnom Penh's geography and its population, which includes residents and commuters, totaling around 3 million people. He noted that alongside the growth in population and housing, Phnom Penh faces challenges with liquid waste, necessitating solutions. In this regard, AFD Cambodia has provided significant assistance to Phnom Penh, including support for electricity and clean water. Governor Khuong Sreng further stated that approximately 90% of Phnom Penh residents have access to clean water. With loans from AFD, clean water production stations have been successively expanded, and it is hoped that by 2030, Phnom Penh will have sufficient clean water for all its residents. Under the assistance from the city of Paris and Japan, Phnom Penh has effectively addressed challenges related to liquid waste. Moreover, Prime Minister Hun Manet has initiated a loan project using approximately over $100 million to mitigate flooding issues. Governor Khuong Sreng also expressed his gratitude to AFD for the project to build a wastewater treatment plant in the northern part of the capital. Ms. Sandrine Boucher, AFD Country Director, stated that AFD has been assisting Phnom Penh for about 30 years, encompassing infrastructure and innovation, by providing services such as clean water and electricity, which were among the first services offered in the capital. Additionally, AFD will further support the capacity building of the younger generation, such as by establishing vocational training schools, providing training in clean water expertise, and assisting in organizing high-level infrastructure and innovation.
