Hanoi Flooded After Heavy Rain; Traffic Police Work to Manage Congestion

Widespread flooding has occurred across many roads and areas in Hanoi following heavy rain that began early on September 17, causing difficulties for residents' travel. The Hanoi Traffic Police have proactively deployed forces, set up warning signs, and are directing traffic and guiding citizens to choose safe alternative routes. According to observations by functional forces, as of approximately 7:30 AM on September 17, flooding was recorded in many roads and areas within the city. In the inner city, flooded locations included the intersection of Huỳnh Thúc Kháng and Láng Hạ streets, 165 Thái Hà street, Huỳnh Thúc Kháng-Nguyên Hồng streets, Phùng Hưng street (section from Cầu Đen to Cầu Trắng), Tố Hữu street, Nguyễn Văn Trỗi street, Quyết Thắng street, Vũ Đức Úy street, Triều Khúc street, Yên Xá street leading to Tổng cục 5, the intersection of Phạm Tu-Quang Liệt, Nguyễn Khuyến street (area adjacent to Yên Xá), and the area between Văn Quán lake and Yên Sở bridge. In the western part of the city, affected locations included Hồ Tùng Mậu-Phạm Hùng, Dương Đình Nghệ-Phạm Hùng, Phạm Hùng-Tôn Thất Thuyết, Phạm Hùng-Đỗ Đức Dục, Trần Duy Hưng-Khuất Duy Tiến, the area of Trần Bình street-old Mai Dịch Ward People's Committee, Đại lộ Thăng Long-Military Museum, and the entrance to the 70-Miêu Nha overpass. On National Highway 32, flooding was recorded in some sections from Km18+500 to Km19+000, the Tân Tây Đô area from Km17+100 to Km17+650, Km16+500 to Km16+900, and Km14+500. In response to the situation, at some deeply flooded locations, traffic police have set up warning signs and guided citizens to choose appropriate routes, limiting travel into areas with potential safety risks. At affected traffic points, officers and soldiers have proactively regulated and diverted traffic, contributing to reducing congestion and ensuring the safety of road users. As of 9:00 AM, water levels at some flooded spots showed signs of receding. However, it continues to rain in the city, and the traffic situation may continue to be complex. The Traffic Police Department has directed units to continue monitoring the situation, proactively deploy forces and vehicles in affected areas, and promptly handle emerging situations. The Traffic Police Department advises road users to regularly update weather and traffic information, proactively choose suitable routes, and avoid traveling through deeply flooded or fast-flowing areas. When driving in heavy rain, reduce speed, maintain a safe distance, use appropriate headlights, and observe carefully. Citizens should proactively seek safe shelter during heavy rain, thunderstorms, and gusts, and avoid parking vehicles under trees, near construction sites, billboards, or in areas with risks of falling trees or objects. Upon discovering fallen trees, obstacles, or areas showing signs of unsafety, quickly move to a safe location and inform the authorities for assistance.
