International Conference on Online Scams Concludes with Phnom Penh Declaration

AKP Phnom Penh, September 25, 2026 -- Prime Minister Samdech Moha Borvor Thipadei Hun Manet commended the successful organisation of the International Conference on Combating Online Scams (ICCOS-2026), which concluded on Sept. 24 with the adoption of the “Phnom Penh Declaration on Acting Together Towards Breaking the Chain and Eradication of Online Scams.” Speaking at the plenary session of the Council of Ministers at the Peace Palace in Phnom Penh on Sept. 25, Samdech Thipadei Hun Manet highly valued the outcome of the international conference, held under the theme “Acting Together Towards Breaking the Chain and Eradication of Online Scams.” Through the two-day conference, Cambodia clearly demonstrated to the international community its strong commitment to preventing and combating all forms of online scams and related criminal activities. The achievement received appreciation and support from friendly countries and international organisations, which recognised that no country can effectively address online scams on its own. They stressed that international cooperation based on trust, mutual respect and respect for national sovereignty is essential to achieving effective and sustainable solutions to the problem. The Phnom Penh Declaration was adopted by participating delegates from 28 countries and seven international organisations. The declaration sets out 11 key commitments aimed at strengthening international cooperation in combating online scams and related transnational criminal activities. The commitments call for concerted national, regional and international action, including strengthening international cooperation; breaking the criminal chain; disrupting and recovering criminal proceeds; leveraging technological innovation; strengthening policy, legal and regulatory frameworks; building capacity and resilience; deepening public-private partnerships; protecting trafficked victims and vulnerable persons; implementing the non-punishment principle for victims; preventing fraud and human trafficking; and dismantling online scam compounds and related infrastructure. Canada has also announced its support for and endorsement of the Phnom Penh Declaration, the outcome document of ICCOS-2026. By C. Nika
