Specific incentives include exemptions from fees for vehicle registration and identity card renewal, a 10 percent reduction in land-use and housing registration fees, a 50 percent reduction in automobile registration fees, and, under prescribed conditions, a full exemption from motorcycle registration fees. This aims to encourage citizens to transition to digital services. Furthermore, the VNeID platform will be further enhanced to support electronic identification and authentication, online public services, free digital signatures, digital payments, and secure digital interactions among citizens, state agencies, and businesses. The Police Department for Administrative Management of Social Order under the Ministry of Public Security will continue to operate and upgrade the national electronic identification and authentication system. Electronic identity accounts and authentication services used in online public services and administrative procedures will have the same legal validity as conventional methods. This initiative is part of the broader national strategy of the Communist Party of Vietnam and the government to build a "digital economy" and "digital society," aiming for efficient administrative service delivery and improved digital literacy among citizens within the one-party system.
