Cambodia: Online Scam Hub Raided in Phnom Penh, 5 Foreigners Detained
Cambodian authorities have raided an online scam operation in Phnom Penh, detaining five foreign nationals. Seized equipment is believed to have been used in investment fraud targeting foreigners. The operation is part of ongoing efforts to combat cybercrime in the country.
An online scam operation believed to be run by foreign nationals has been dismantled in Cambodia's capital, Phnom Penh, leading to the detention of five individuals. On September 8, 2026, authorities in Kambol District, Phnom Penh, raided a location identified as an online scam hub in Borey Mon Danni (Project 22), located in Snoar Commune, Kambol District. Five foreign nationals were apprehended at the scene. The Kambol District Unified Command has been actively engaged in disseminating and implementing Sub-Decree No. 03 Ankr.bok of the Royal Government, which pertains to the management of security and safety in concentrated residential areas. This initiative also includes the eradication of online scam crimes within its jurisdiction, aiming to ensure public security, order, and safety for the citizens. Mr. Khim Sun Soda, Governor of Kambol District, stated that through diligent inspection and investigation, the forces of the Kambol District Unified Command successfully raided a suspicious location operating under the guise of attracting "investment in gold and petroleum." As a result of this operation, five foreign suspects, including one woman, were detained. Numerous pieces of evidence and technological equipment used in the scam activities were also confiscated. Currently, the five suspects and the seized evidence have had their case files prepared by the Kambol District Unified Command and have been transferred to the Phnom Penh Municipal Police for further strict legal proceedings.
