"Our problem today is not with the Special Autonomy Fund itself, but with its governance. How can the Special Autonomy Fund be disbursed on time and accurately," Haluk said. According to him, the results of the improvements are beginning to be seen in the disbursement of the Otsus Fund for the 2025 Fiscal Year, which has been realized 100 percent. In 2026, the Ministry of Home Affairs continues to strengthen governance through an integrated system with the Ministry of Finance and the National Development Planning Agency (Bappenas), connecting the processes of planning, budgeting, reporting, as well as monitoring and evaluation, so that the disbursement of Otsus Funds becomes more accountable and timely. As of mid-2026, all provincial and district/city governments in Tanah Papua have realized the first phase of Otsus fund disbursement. Currently, local governments are encouraged to promptly fulfill the requirements for the second phase of disbursement, including submitting realization reports, performance reports, and developing an Acceleration Action Plan (RAP). "2026 must be a milestone year for us to complete the improvement of Special Autonomy Fund governance. After being on time, the next target is to be accurate and beneficial. That is what we want to achieve together," Haluk continued. To facilitate the process, local governments (Pemda) are asked to immediately complete the RAP, including for the utilization of funds from efficiency savings that have been returned by the central government. The completion of this document is considered important so that the next phase of Otsus fund disbursement does not experience delays. Haluk emphasized that the Ministry of Home Affairs will continue to assist local governments in strengthening the governance of Otsus Funds through the application of the "5T" principles: accurate data, timely, targeted, well-managed, and beneficial. With better governance, Otsus Funds are encouraged to support accelerated development and improve the welfare of the people in Tanah Papua.
