How can the Special Autonomy Fund be disbursed on time and accurately?" Ribka explained that the government continues to make improvements so that the Otsus Fund can be managed more accountably. One visible result of these improvements is the 100 percent realization of the Otsus Fund disbursement for the 2025 fiscal year. Entering 2026, the Ministry of Home Affairs is strengthening the governance system in collaboration with the Ministry of Finance and the National Development Planning Agency (Bappenas). This system integrates the processes of planning, budgeting, reporting, monitoring, and evaluation, aiming for more effective disbursement of the Otsus Fund. Ribka mentioned that by mid-2026, all provincial and district/city governments in Tanah Papua have realized the first phase of Otsus Fund disbursement. Subsequently, local governments are urged to promptly fulfill the requirements for the second phase disbursement. These requirements include the submission of realization reports, performance reports, and the preparation of an Acceleration Action Plan (RAP). According to Ribka, the completeness of these documents is crucial to prevent delays in the next phase of fund disbursement. "2026 must be a historical milestone for improving the governance of the Special Autonomy Fund. After timely disbursement, the next targets are accurate targeting and accurate benefits. That is what we want to achieve together," Ribka continued. Ribka also requested local governments to promptly complete the RAP, including related to the utilization of funds from efficiencies that have been returned by the central government. She affirmed that the Ministry of Home Affairs will continue to accompany local governments in strengthening the management of the Otsus Fund.
