Vietnam Proposes Legal Reforms to Boost Digital Infrastructure and Diplomacy

Vietnam is advancing a series of legal amendments aimed at simplifying administrative procedures and strengthening the application of digital technologies. Notably, reforms are being pushed to facilitate data sharing in telecom infrastructure, seen as part of the country's digitalization drive under its one-party system. The proposed legislation includes a draft Law on Urban Development, a bill amending and supplementing several articles of 10 laws governing administrative procedures and business conditions in the agriculture and environment sectors, and a draft law amending and supplementing several articles of laws on radio frequencies, telecommunications, e-transactions, and technology transfer. These revisions are intended to institutionalize the Party's policy of reducing and simplifying administrative procedures and business conditions, while promoting decentralization, innovation, and more effective state governance. Concurrently, Vietnam is pursuing an active foreign policy. The upcoming state visit to Australia by Party General Secretary and State President To Lam is expected to generate fresh momentum for deepening bilateral relations. This approach exemplifies Vietnam's pragmatic diplomacy, which builds relationships with a range of partners without becoming overly dependent on any single country. He also emphasized strengthening the Comprehensive Strategic Partnership with Thailand, calling for the effective implementation of the action plan for 2026–2031.
