Online Scam Operations Uncovered in Phnom Penh Luxury Condominium, Numerous Devices Seized

Numerous electronic devices suspected of being used in online scam operations have been seized by authorities at the luxury condominium 'Casa by Meridian' in the heart of Phnom Penh, Cambodia. The operation was carried out on September 1, 2026, following instructions from the Phnom Penh Municipal Police. A joint force of the Chhng Kaan district administration and combined forces inspected the administrative management of buildings A and B of the condominium. During the inspection, items suspected of being used for illegal activities were discovered in two residential units on the 9th and 12th floors of Building A. Specifically, from unit A0907, 20 all-in-one computers, 13 mobile phones, and 1 Wi-Fi router were found. According to the authorities' analysis, this room is believed to have been used for online scams, particularly those disguised as fake product sales. Furthermore, from unit A1206, 22 all-in-one computers and 1 Wi-Fi router were confiscated, indicating their use in online fraud through the forgery of official documents. While a total of 140 residents of 7 nationalities were confirmed to be legally residing in the condominium, the seized devices are considered evidence of illegal activities by some occupants. The confiscated computers and mobile phones have been transferred to the Cybercrime Prevention Office of the Phnom Penh Municipal Police for legal proceedings. The two aforementioned rooms have been temporarily sealed by the authorities. This incident highlights the authorities' efforts to eradicate the increasing trend of online scam crimes within Cambodia. Concerns are particularly raised about international criminal organizations using Cambodia as a base, prompting authorities to strengthen their surveillance measures.
