Cambodia Emphasizes Human Capital Development as Key to Economic Growth; Siem Reap Province Focuses on Quality Talent

Siem Reap Province, Cambodia, has emphasized that developing high-quality, capable, and virtuous human resources is a crucial factor for sustaining economic growth and enhancing national competitiveness, both in the present and for the future. This assertion comes as Cambodia is poised to transition into an upper-middle-income country in the near future, with a long-term vision set by the Cambodian government to become a high-income country by 2030 and a developed nation by 2050. These remarks were made by Mr. Ly Samrith, Chairman of the Siem Reap Provincial Council, during the graduation ceremony for associate, bachelor's, and master's degree students of the Siem Reap Institute for Economic Development on July 26, 2026. The event was attended by Venerable Tat Maha Thi, Chief Abbot of Wat Kok Tlork and Chairman of the Board of Directors of the Siem Reap Institute for Economic Development. Mr. Samrith further elaborated that human resource development, particularly for the youth, aims to build capacity in knowledge, practical skills, and research capabilities. It also encompasses fostering patriotism and professional ethics, ensuring gender equality in access to education, and maintaining a robust social security system for educational attainment. The Cambodian government has implemented strategic plans and reforms, with ministries such as the Ministry of Education, Youth and Sport actively involved. The provincial administration has also strived to strengthen and develop various sectors, especially education and health. Recently, the provincial education and health service provision unit was recognized as a model public service provider for 2025 by the National Public Service Award Committee. Dr. Nen Chinta, Director of the Siem Reap Institute for Economic Development, noted that with encouragement from Samdech Techo Hun Sen, former Prime Minister and current President of the Senate, the private sector has actively engaged in providing human resource training services from kindergarten to higher education levels. The institute is expanding its programs to meet national and international standards with modern and up-to-date curricula. Annually, it offers numerous scholarships, including 100%, 70%, 50%, and 40% awards, to students, civil servants, and officials through provincial governors and other relevant agencies. Dr. Chinta stated that these efforts actively contribute to promoting human resources and poverty reduction, supporting the government under the leadership of Prime Minister Hun Manet in national development.
