The order prioritizes the safety and health of students. To mitigate the impact of adverse weather conditions and air pollution on the learning environment, schools are expected to adopt online classes, home study, or other forms of distance learning. Philippines experiences frequent heavy rains during the monsoon season, often leading to flooding and disruptions in transportation. Air pollution also remains a significant concern in urban areas, particularly affecting the health of children and the elderly. This measure addresses these combined factors.
