Cambodia and Thailand Commence UNCLOS Conciliation Proceedings with First Meeting in Singapore

Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, in his capacity as Cambodia’s Agent, delivered this morning at the first meeting of the Conciliation Commission under the United Nations Convention on the Law of the Sea (UNCLOS) between Cambodia and Thailand in Singapore: Mr. Chairman, Your Excellencies, Distinguished Members of the Commission, Ladies and Gentlemen, It is a distinct honor and privilege to stand before you today as Cambodia’s Agent at this inaugural meeting of the Conciliation Commission established under the United Nations Convention on the Law of the Sea (UNCLOS) concerning the dispute between the Kingdom of Cambodia and the Kingdom of Thailand. Today marks a significant milestone not only for our two nations but also for the robust framework of international law that UNCLOS represents. The establishment of this Commission signifies a shared commitment to resolving complex maritime boundary issues through peaceful means, dialogue, and adherence to established legal principles. Cambodia approaches this process with a spirit of cooperation, constructive engagement, and unwavering respect for international law. Our objective is to achieve a fair, equitable, and mutually acceptable solution that upholds the sovereign rights and legitimate interests of both Cambodia and Thailand, while also contributing to the broader stability and prosperity of our region. We believe that UNCLOS provides the most appropriate and comprehensive legal framework for addressing maritime boundary delimitation. The Convention’s provisions offer a clear pathway for resolving such disputes, ensuring that outcomes are based on established norms of international law, including the principles of international justice. Cambodia is fully committed to participating actively and in good faith throughout these conciliation proceedings. We are prepared to present our case with clarity and transparency, supported by relevant legal and factual evidence. We trust that the esteemed Members of this Commission will bring their expertise, impartiality, and dedication to bear in facilitating a productive dialogue and guiding us towards a just resolution.
