Cambodia Initiates Dialogue with Thailand Under UNCLOS Procedures, Emphasizing Peaceful Resolution Through Law and Diplomacy

The first three-day meeting between Cambodia and Thailand, held in Singapore from September 14 to 16, 2026, concerning conciliation procedures under Article 298 and Annex V of the United Nations Convention on the Law of the Sea (UNCLOS), concluded today. As a Cambodian citizen, His Excellency Net Pheaktra, Minister of Information, expressed pride in the Cambodian delegation, led by His Excellency Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, as Cambodia's representative in this process. He highlighted that Cambodia presented its stance through law, diplomacy, dialogue, and peaceful means. Participation in the conciliation mechanism is not about increasing tensions but about utilizing the dispute settlement mechanisms provided for in UNCLOS. His Excellency the Minister of Information emphasized that what is noteworthy is not just participation in a meeting, but the demonstration that Cambodia chooses law over confrontation and diplomacy over escalating tensions. This aligns with Cambodia's consistent position in seeking peaceful and lawful resolutions to disputes with neighboring countries. Following this initial meeting, the good faith of the involved parties should be measured by concrete actions: participation in the process constructively, implementation of agreements, and measurable progress towards a resolution. It should be noted that while the first meeting has concluded, the conciliation process has just begun.
