Cambodia Partners with Danish Firm for International Standard Vocational Training

The Ministry of Labour and Vocational Training of Cambodia has signed a Memorandum of Agreement (MoA) with Denmark's SCAN Industrial Services (Cambodia) Co., Ltd. (SIS) to establish a partnership for vocational training and workforce development aligned with international standards. The signing ceremony, held at the ministry on July 8, 2026, was attended by Secretary of State Chea Kosal, representing Minister Heng Sour, who signed the MoA with Tommy Christensen, Chairman of the Board and CEO of SIS. This MoA aims to agree on plans and next steps for strengthening cooperation in Technical and Vocational Education and Training (TVET), skills development, and workforce development, in line with the Cambodian government's policies. Secretary of State Chea Kosal highly praised this achievement, emphasizing the strategic role of TVET institutions in transforming Cambodia's workforce. He highlighted the importance of retraining and upskilling to equip young people with relevant industrial skills, thereby enhancing professional standards and modern workforce capabilities. The government, with the Ministry of Labour as its arm, consistently prioritizes TVET development. The project signed today is poised to elevate the quality of the Institute of Industrial Technology (ITI) under the Ministry of Labour and Vocational Training to a new benchmark, a long-held aspiration of the Minister and ministry leadership. On behalf of Minister Heng Sour, Secretary of State Chea Kosal expressed full support for the project, anticipating its successful implementation and confident that it will not only contribute to developing a high-quality human resource but also enhance the prestige of the TVET sector as a whole, in line with the spirit and implementation plan of this MoA, for the greater benefit of the nation and Cambodian youth. In response, Tommy Christensen expressed his deep gratitude and great pleasure in reaching this signing, which will serve as a framework and platform for cooperation between both parties. He expressed strong confidence that through this collaboration, both sides will achieve concrete and successful results in meeting their planned objectives, thereby contributing to the development of the TVET sector in Cambodia. It is noted that the objective of this MoA is to establish a legal framework for promoting TVET programs and workforce development in Cambodia. This collaboration will leverage the expertise of the Ministry of Labour and Vocational Training in welding and mechanical engineering to enhance the Department of Metal Engineering and Sheet Metal Welding at ITI to international standards. This initiative supports the implementation of Cambodia's "Pentagonal Strategy" and "Skills Development Roadmap 2023-2035," as well as the government's TVET policies.
