PHNOM PENH, Aug 1, 2026 (KPT) – Cambodia will convene senior civil service officials from ASEAN and its Plus Three partners in Siem Reap next week for a series of regional meetings aimed at strengthening governance and improving public service delivery, the Ministry of Civil Service said Saturday. The three‑day programme, running August 3‑5, will feature the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM), the 8th ACCSM Plus Three (ACCSM+3), and related events under the theme “Innovation for Better Service Delivery.” Proceedings open August 3 with senior officials’ meetings of both ACCSM and ACCSM+3. On August 4, delegates will attend a Forum on Good Governance and join a cultural tour showcasing Siem Reap’s heritage. Prime Minister Hun Manet is scheduled to preside over the opening ceremony on August 5, followed by the 23rd Heads of Civil Service Meeting and the 8th ACCSM+3 Heads of Civil Service Meeting. The ACCSM serves as ASEAN’s principal platform for cooperation on civil service development, focusing on reform, human resource training, digital transformation, leadership and the exchange of best practices. The Plus Three framework expands collaboration to China, Japan and South Korea, enabling ASEAN to share expertise and explore joint initiatives with its East Asian partners. Cambodia, serving as ASEAN chair in 2026, is hosting a series of ministerial and senior officials’ meetings throughout the year. The Siem Reap talks form part of its broader agenda to strengthen regional cooperation, improve governance and modernise public administration through innovation and citizen‑centred services.
