Cambodia Intensifies Crackdown on Illegal Online Gambling and All Forms of Illicit Betting

Kandal Provincial Governor, Kuoch Chamroeun, has reiterated strict directives to municipal and district authorities, as well as all levels of law enforcement, to eradicate all forms of illegal gambling, with a particular focus on online betting. Speaking at a meeting on September 4th to review August's work and outline September's plans, the governor highlighted that online gambling poses a significant threat to public security, social order, and the livelihoods of citizens, potentially leading to online scams. He set a firm deadline of September 30, 2026, for all casinos in Kandal province to cease online gambling operations. Starting October 1, 2026, authorities and law enforcement will conduct direct inspections and enforce legal measures at casino locations without exception. Furthermore, Governor Kuoch Chamroeun emphasized road traffic safety, instructing law enforcement to strictly enforce traffic laws and penalize those who violate them, especially concerning overloaded cargo vehicles that could pose risks to other road users. Regarding environmental hygiene, the governor called for stringent measures against illegal waste dumping and the expansion of security camera installations in key areas. He also urged for proper management of street encroachments and market fee collection in accordance with regulations. Concerning the National Social Security Fund (NSSF), directives were issued to the provincial NSSF branch to expedite the updating of NSSF cards for civil servants, ensuring timely access to social security services. For the implementation of local development projects, the governor advised the Provincial Department of Planning to facilitate technical training related to construction and procedures to enhance the capacity of municipal and district officials. This aims to ensure quality, transparency, adherence to technical standards, and timely completion of projects, stressing the need for clear and accurate planning and documentation to meet the needs of the populace.
