The directive was issued during a meeting on June 30, 2026, at the Peace Palace in Phnom Penh, where the Prime Minister, acting Head of State of the Kingdom of Cambodia, received H.E. General Luong Tam Quang, Minister of Public Security of the Socialist Republic of Vietnam. The meeting followed the successful conclusion of the 2nd Ministerial Meeting between the Ministers of Interior of Cambodia, Security of Laos, and Public Security of Vietnam, held in Cambodia. During the cordial meeting, Prime Minister Hun Sen welcomed H.E. Luong Tam Quang and his delegation to Cambodia and congratulated them on the fruitful outcomes of the 2nd Ministerial Meeting. H.E. Luong Tam Quang expressed his gratitude to the Prime Minister for the reception. He highlighted that the meeting clearly demonstrated the strong friendship between Cambodia, Laos, and Vietnam, particularly between Cambodia and Vietnam, noting their long-standing traditional relationship. He emphasized that mutual support in border security is crucial for ensuring peace between the two countries. Furthermore, he stated that Cambodia, Laos, and Vietnam are united in preventing any forces from using their territories to oppose another nation, thereby maintaining regional stability. Prime Minister Hun Sen expressed his satisfaction and support for the Vietnamese Minister of Public Security's remarks, stressing the importance of preventing the use of any nation's territory to oppose another. He specifically called for cooperation to ensure that such incidents, such as using Vietnamese territory against Cambodia or Cambodian territory against Vietnam, do not occur.
