Cambodia Launches ADB-Backed River Basin Master Plan for Water Security

PHNOM PENH, Aug 7, 2026 (KPT) – Cambodia has launched the first phase of an Asian Development Bank‑backed initiative to develop a resilient river basin master plan, laying the groundwork for long‑term water security, climate resilience and sustainable investment in the country’s water resources. The Cambodia Resilient River Basin Master Plan (CRRBM) – Phase I was unveiled at a national workshop presided over by Water Resources and Meteorology Minister Thor Chetha, with ADB Cambodia Country Director Yasmin Siddiqi and representatives from government agencies and development partners in attendance. Implemented with ADB technical assistance under the Resilient River Basins Initiative, the project will conduct a comprehensive assessment of Cambodia’s water security and river basin management to address challenges posed by climate change, natural disasters and rising demand. The first phase will focus on 11 major river basins within the Tonle Sap Basin, evaluating water resources, environmental conditions, future demand and investment needs. It will also identify solutions to strengthen policies, institutional frameworks, technical capacity and water infrastructure. Minister Chetha said the master plan would provide a detailed understanding of each basin, enabling informed decisions on resource management and investment. “The preparation of river basin master plans allows us to gain a deeper understanding of the entire watershed, including its potential, future needs, environmental conditions and investment requirements before making key development decisions,” he said. He described the project as a milestone that will give the government a solid foundation for future strategies and called on ministries, partners and stakeholders to contribute expertise and ideas to ensure the plans are practical and aligned with national priorities. Officials said the initiative will strengthen Cambodia’s resilience to climate change, protect ecosystems and guide future investments in critical water infrastructure to support long‑term socio‑economic development.
