Vietnam Social Security Streamlines Procedures with Digitalization
Vietnam Social Security has processed over 2.95 million linked service applications, significantly streamlining administrative procedures through digitalization. This initiative aims to reduce burdens for citizens and businesses and enhance transparency in public services.
Vietnam Social Security (VSS) has achieved significant results in administrative reform, online public service development, data sharing, and digital technology application, in line with the Government's Project 06 on national digital transformation and the Ministry of Finance's digital transformation program. Notably, all online public services were technically connected and integrated into the National Public Service Portal, going live on May 29, 2026. This integration allows the use of social insurance books and electronic health insurance cards to replace paper documents in administrative procedures, reducing time and costs for citizens and businesses. In terms of linked services, the VSS system has processed nearly 2.95 million applications, including over 2.92 million for health insurance cards for children under six, nearly 24,000 for funeral allowances, and over 1,000 for death benefits. Additionally, more than 2.35 million applications for sickness, maternity, and health recovery benefits were processed entirely online, and approximately 7.9 million social insurance book closing records have been synchronized to the National Data Center. The promotion of cashless payments has also yielded positive results. In the July 2026 payment cycle, 94% of monthly pension and social insurance beneficiaries nationwide received payments via personal accounts, enhancing transparency and convenience. All healthcare facilities nationwide have implemented healthcare services using chip-embedded Citizen Identity Cards (CCCD), with over 425 million successful searches for health insurance information. Furthermore, data for driver's license health check-ups, birth certificates, and death certificates are being linked between medical facilities and the VSS. Data connection and sharing with the National Population Database have been strengthened, with over 100.2 million citizen information records authenticated in the VSS database. Approximately 93.7 million participants and beneficiaries of social insurance, health insurance, and unemployment insurance have been synchronized with the National Population Database, achieving a synchronization rate of 99.74%. With only 25 administrative procedures remaining, all of which are fully provided online, the VSS aims to build a modern, fast, and convenient administrative system serving citizens efficiently.
