Phnom Penh – Cambodian Minister of Labour and Vocational Training, Heng Sour, held bilateral discussions with Philippine Secretary of Migrant Workers, Hans Leo J. Cacdac, on the morning of July 14, 2026, at the Ministry's headquarters. The discussions focused on strengthening bilateral cooperation in the labor sector and migrant protection, as well as exchanging views on the Philippines' ASEAN chairmanship in 2026 and preparations for the 19th ASEAN Forum on Migrant Labour (AFML) scheduled for October. During the meeting, Minister Heng Sour warmly welcomed the Philippine delegation and highly appreciated the close friendship and cooperation between the two countries, particularly in the areas of labor, migrant protection, and social security. He also congratulated the Philippines on its ASEAN chairmanship in 2026 and affirmed support for promoting safe migration, fair migrant selection, access to social protection, and effective problem-solving mechanisms for migrants. Minister Heng Sour encouraged the Philippines, in its capacity as ASEAN Chair, to continue monitoring the situation along the Cambodia-Thailand border, especially the humanitarian and socio-economic impacts on Cambodian migrants. He emphasized that migrants should be protected from discrimination, exploitation, and work interference, and their rights to wages, legal documentation, social protection, and basic services should be guaranteed. The Secretary also expressed gratitude to the President of the Philippines for his role in mediating de-escalation of tensions. In response, Secretary Hans Leo J. Cacdac expressed his deep gratitude to the Minister for the important and productive discussions. He also presented the Philippines' long-term strategic vision for human resource development in Cambodia, particularly sharing experiences on migrant protection. He affirmed that this meeting would help deepen the relationship between the two countries, as the Philippines continues to promote closer cooperation with Cambodia.
