Cambodia and Philippines Enhance Cooperation on Labor and Migrant Protection

Cambodia and the Philippines have agreed to strengthen bilateral cooperation in the labor sector and migrant protection. Cambodian Minister of Labour and Vocational Training, Heng Sour, met with Philippine Secretary of Migrant Workers, Hans Leo J. Cacdac, on July 14, 2026, in Manila to discuss enhancing cooperation between the two countries. During the meeting, the strong friendship and cooperation between the two nations were highly valued, particularly in the fields of labor, migrant protection, and social security. Minister Heng Sour congratulated the Philippines on its role as ASEAN Chair in 2026 and affirmed support for promoting safe and fair migration, social protection for migrants, and effective problem-solving mechanisms. He also expressed gratitude to the Philippine President for his role in facilitating de-escalation of tensions. In response, Secretary Cacdac expressed his deep gratitude for the productive meeting and highlighted the Philippines' long-term strategic plan for human resource development in Cambodia, particularly sharing experiences in migrant protection. He stated that this meeting would help deepen bilateral relations, and the Philippines would continue to enhance close cooperation with Cambodia. The ASEAN Forum on Migrant Labour (AFML) is an annual forum organized by the ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW) to strengthen cooperation and address challenges related to labour migration in the region.
