Cambodia and Philippines to Strengthen Bilateral Cooperation on Labor and Migrant Protection

His Excellency Heng Sour, Minister of Labor and Vocational Training, held a bilateral meeting with His Excellency Hans Leo J. Cacdac, Secretary of the Department of Migrant Workers of the Republic of the Philippines, on the morning of July 14, 2026, at the Ministry's headquarters. The meeting discussed strengthening bilateral cooperation in the labor sector and migrant worker protection. Views were also exchanged on the Philippines' role as ASEAN Chair in 2026 and preparations for the 19th ASEAN Forum on Migrant Workers (AFML) scheduled for October. During the meeting, His Excellency Heng Sour warmly welcomed the Philippine delegation and highly valued the close friendship and cooperation between the two countries, especially in the fields of labor, migrant worker protection, and social security. He also congratulated the Philippines on assuming the ASEAN Chairmanship in 2026 and affirmed support for promoting safe migration, fair selection of migrant workers, access to social protection, and effective problem-solving mechanisms for migrant workers. His Excellency Heng Sour encouraged the Philippines, as ASEAN Chair, to continue monitoring the developments along the Cambodia-Thailand border, particularly the humanitarian, economic, and social impacts on Cambodian migrant workers. He emphasized that migrant workers should be protected from discrimination and exploitation, their work should not be disrupted, and their rights to wages, legal documents, social protection, and basic services should be guaranteed. He also expressed gratitude to the President of the Philippines for his role in facilitating the de-escalation of tensions. In response, His Excellency Hans Leo J. Cacdac expressed his profound gratitude to His Excellency the Minister for the important and productive discussions. He also presented his strategic vision for human resource development in Cambodia, particularly sharing experiences in migrant worker protection. His Excellency affirmed that this meeting will help deepen the relationship between the two countries, as the Philippines continues to promote closer cooperation with Cambodia.
