Vietnam's Top Leader Concludes Russia Visit, Reinforcing Strategic Partnership

Vietnamese General Secretary and President To Lam has concluded his state visit to the Russian Federation, holding talks with President Vladimir Putin. Both leaders concurred that the Vietnam-Russia Comprehensive Strategic Partnership has achieved positive, substantive, and comprehensive progress, built upon shared interests and a firm foundation of mutual trust. The discussions clarified concrete measures to bolster cooperation in a wide array of fields, including political and diplomatic affairs, defense and security, economy and trade, fuel and energy, transport, industry and agriculture, science – technology, education – training, health care, and people-to-people exchanges. Both sides agreed that science – technology, innovation, and digital transformation should become a new driver of the partnership. General Secretary and President Lam stressed that energy – oil and gas cooperation is an important pillar of the Vietnam-Russia Comprehensive Strategic Partnership. He also highlighted that the greatest value of a facility lies in its capacity to detect and provide early warnings, as well as scientific evidence for policymaking, especially amid complex global infectious disease developments. During the visit, bilateral cooperation documents were exchanged across a broad spectrum of spheres such as justice, finance, investment, transport, ethnic affairs, energy, nuclear safety, science and technology, education, and mineral resources. General Secretary and President Lam expressed his belief that cooperation in science, technology, and innovation can fully become a new driving force, a new pillar, and a new symbol of bilateral relations in the 21st century, building on traditional friendship, high political trust, Russia’s scientific and technological capabilities, and Vietnam’s strong determination to innovate and develop. Vietnam has consistently participated in BRICS activities at a high level since becoming a partner country in June 2025, demonstrating its commitment to the cooperation mechanism. Furthermore, Vietnam is actively pursuing deeper bilateral ties with various nations including Turkey, Egypt, Tunisia, Mongolia, France, and China, aiming for economic growth and enhanced international standing. Vietnamese Ambassador to India Trinh Minh Manh said Vietnam’s consistent participation in BRICS activities at a high level since becoming a partner country in June 2025 demonstrates the importance it attaches to the cooperation mechanism. Principal Natalia Akulova said the school always maintains close cooperation with the Vietnamese Embassy in Russia, and now has 30 Vietnamese students, adding that the school makes every effort to support their integration, study and development. The three laws are closely interconnected and play a crucial role in unlocking resources and meeting the requirements for growth in the period ahead. Their provisions will have a major impact on people, organisations, investors and the economy, as well as national defence and security. Vietnamese Ambassador to Egypt and Tunisia Nguyen Nam Duong presented a copy of his letter of credence to Secretary of State to the Ministry of Foreign, Migration and Tunisians Abroad Mohamed Ben Ayed on September 7. People-to-people diplomacy, particularly the natural connection between younger generations, is expected to play an increasingly important role in sustaining the friendship between the two countries' people. A key proposal raised during the meetings was the early establishment of a direct air route linking Vietnam with Darwin.
