"The soldiers at the Chin Lay outpost have been extorting money from the people. They confiscate vehicles. They do not allow the transport of market goods. They do not allow people to pass through. Furthermore, they only allow the transport of 50 viss of oil per week in vehicles, and absolutely no rice transport is allowed," said Ye Baw Zarni Thway, the military officer of the Pyay District People's Defence Force (PDF), to the Ayeyarwaddy Times.
