Cambodian Deputy Prime Minister Hun Many stressed that 'human capital' is the core of innovation in public service delivery. While adapting to technological advancements, the government prioritizes strengthening civil servant capacity, aiming for synergy with systems to meet citizens' needs.

Deputy Prime Minister and Minister of Civil Service, H.E. Dr. Hun Many, stated that all innovations always have the 'human factor' as the core element, emphasizing that the human factor and the system must constantly complement each other. He made these remarks on the morning of August 4, 2026, during the opening of the Good Governance Forum under the theme 'Innovation for Better Public Service Delivery,' held in Siem Reap province. H.E. Dr. Hun Many added that this forum serves as a fundamental basis for strengthening robust cooperation in the public administration sector, which is closely linked to serving the supreme interest and responding to the actual needs of the people. The Deputy Prime Minister further noted that as technology evolves rapidly, public administration must also adapt to new contexts and various challenges. Given the complex international landscape, including global economic uncertainty, geopolitical tensions, energy crises, and shifts in world order, all countries must remain prepared. Therefore, strengthening and expanding cooperation among ASEAN member states and ASEAN Plus Three is an indispensable necessity. In line with this context, H.E. Dr. Hun Many shared the progress of public administration reform efforts in Cambodia, highlighting the government's high attention to strengthening regional and global competitiveness. Beyond keeping pace with technological advancements, the Cambodian government considers strengthening the capacity of its officials a top priority, firmly believing that 'all innovations always have the human factor as the core element, because the human factor and the system must constantly complement each other.' The Good Governance Forum was held within the framework of the 23rd ASEAN Cooperation on Civil Service Matters (ACCSM) and the 8th ACCSM Plus Three, with participation from delegation heads, the ASEAN Secretariat, senior officials, focal officials, and leaders from national and sub-national ministries and institutions.
