Phnom Penh Authorities Order Enhanced Online Scam Crackdown, Emphasizing Community Cooperation and Swift Action
Phnom Penh Governor has instructed district chiefs to enhance cooperation with property owners and residents to identify and swiftly crack down on suspects involved in online scams, as part of efforts to combat technological crimes.
Phnom Penh Governor Khuong Sreng has instructed all district chiefs to strengthen cooperation with property owners and residents to identify and swiftly crack down on suspects involved in online scams. This directive was made by Mr. Khuong Sreng, who also serves as the Chairman of the Phnom Penh Municipal Administration Unity Command, during a meeting to monitor the progress of combating technological crimes within the capital city. The meeting was held on the afternoon of July 28, 2026, at the Phnom Penh City Hall and was attended by the Commander of the Phnom Penh Municipal Gendarmerie, a Deputy Police Commissioner, all 14 district chiefs, and numerous other relevant officials. According to Mr. Khuong Sreng, the meeting aimed to share experiences and identify challenges faced during previous crackdowns, with the goal of finding areas for improvement to ensure more effective operations. To further enhance these efforts, the Governor urged all 14 district chiefs to diligently implement Sub-Decree No. 03, which mandates property owners or managers within their jurisdictions to cooperate by providing accurate information to the authorities. District administrations were also instructed to actively implement specialized measures to identify suspicious individuals, enabling timely and effective crackdowns. They are required to submit regular monthly reports on their implementation results to the Phnom Penh Municipal Administration. Furthermore, Mr. Khuong Sreng emphasized the importance of district chiefs focusing on strengthening the provision of public services to citizens at the district-level One-Stop Service offices and ward-level mechanisms.
