Phnom Penh Strengthens Online Scam Crackdown with Expert Team Deployment

Phnom Penh, Cambodia – The capital city of Phnom Penh is stepping up its efforts to combat online scams. On the afternoon of July 28, 2026, HE Khuong Sreng, Governor of Phnom Penh and Chairman of the Phnom Penh Capital Administration Command Committee, led a meeting to monitor the progress of cracking down on technological fraud (online scams) within the capital's jurisdiction. The meeting was attended by the Commander of the Phnom Penh Municipal Gendarmerie, a representative of the Phnom Penh Police Commissioner, and the administrators of all 14 districts, along with several relevant officials. These meetings are regularly held with the aim of sharing experiences, raising the challenges encountered, and discussing shortcomings for improvement, in order to achieve better results in operational deployments. During the meeting, HE Governor Sreng issued directives to all 14 district administrators, emphasizing the strict implementation of Sub-Decree No. 03. He instructed that owners or managers of all shared residential locations within their jurisdictions must cooperate by providing accurate information to the authorities. District administrations are required to implement specialized measures more actively in identifying suspicious targets to facilitate timely and effective crackdowns. Furthermore, they must regularly report the monthly implementation results to the Phnom Penh Capital Administration. In addition to the meeting's agenda, HE Governor Sreng also advised all district administrators to focus on strengthening the provision of public services to citizens at the district-level one-stop service offices and the commune-level one-stop service mechanisms, ensuring compliance with the directives on procedures and processes for administrative service delivery at the sub-national level.
