Salceda appointed chief of Presidential Legislative Liaison Office

MANILA, Philippines — President Ferdinand Marcos Jr. has appointed former Albay Rep. Joey Salceda as secretary of the Presidential Legislative Liaison Office (PLLO). The appointment letter, dated July 20 and signed by Marcos, marks Salceda’s return to the Cabinet after two decades. Salceda last served in the Cabinet in 2007 under then-President Gloria Macapagal-Arroyo as presidential chief of staff before the position was abolished. Salceda brings extensive experience in financial markets, having served as research director for several multinational investment firms, including UBS, SBC Warburg, and ING Barings. He was also named Best Analyst in the Asia-Pacific region during his time in the private sector, helping establish the Philippine stock market’s regional prominence in the 1990s. Moreover, Salceda chaired the House of Representatives’ Appropriations, Ways and Means, Economic Affairs, and Trade and Industry committees during his six terms in Congress. He was also the first Asian co-chair of the United Nations Green Climate Fund, a delegate to the World Trade Organization, and an adviser to the Incheon Metropolitan City government. Furthermore, Salceda served as governor of Albay and chair of the Bicol Regional Development Council for nine years.
