Salceda Appointed Chief of Presidential Legislative Liaison Office, Bolstering Marcos Administration's Executive-Legislative Ties

Veteran legislator and former Albay governor Joey Salceda is set to join the Marcos Cabinet as head of the Presidential Legislative Liaison Office (PLLO), Malacañang confirmed Tuesday, July 21. As chief of the office that bridges the gap between the executive and legislative, Salceda will also hold the rank of secretary. The previous head of the PLLO, Adrian Bersamin, was an undersecretary. Bersamin left his post in November 2025 after he was accused of involvement in flood control corruption. Salceda was a long-time representative of the 2nd District of Albay, and former governor of the province. In the 2025 midterm elections, the administration-backed Salceda lost to former Albay governor Noel Rosal. The one-year ban on appointing losing 2025 candidates lapsed on May 13. Salceda had chaired several committees in the House, including those on appropriations, ways and means, economic affairs, and trade and industry. Marcos’ appointment is Salceda’s comeback to the executive. Back in 2007, he served as then-president Gloria Macapagal-Arroyo’s chief of staff for just over a month. – Rappler.com
